If your hooked up to "city water" just turn on your faucet on the hot side and when all air is out it is full and should fill automatically, if you are dry camping turn on hot faucet and your water pump untill all air is out and as long as you have your pump on it should fill automatically.

Actually the proper way (and what the water heater manufacturers recommend is:

On city water or fresh water tank, pressurize the system with the winter bypass valves closed (so water is in the heater tank), open the T&P valve at the top of the water heater until water flows freely out the valve. Doing that insures that the tank is completely full with no air space inside.

That is SOP for all water heaters, especially those that are equipped with electrical heaters. Any air in the tank will immediately destroy the heating element.

When winterizing a heater. put your heater valves in bypass, pull the lower plug or anode rod (Suburban) open the T&P valve and allow the heater to drain and leave the plug / anode rod out when storing the camper. A good idea is to replace the rod (Suburban) every year. They are available on Amazon for about 12 bucks.
