Blue sea 7610 SI ACR jumpered?

I bought a new Lance 1050 camper off the lot in 2013. Has solar panel.

Today when checking the battery compartment area I noticed that the cover was off the Blue Sea 7610 120 amp SI ACR. I found the cover laying behind the battery box but what concerns me is that the cover could not be put back on the 7610 because there is a wire that comes across the 7610 unit which is connected to the battery lugs on both sides of the 7610. Is this ok? Seems like it would defeat the purpose of this unit. Bought the camper brand new and only Lance has had their hands on it. Any ideas?

Truck and Camper Setup: Hallmark Ute XL No modes to truck Torklift Fast Guns Fast guns had to be cut down to absolute minimum (14 1/2") to use with Happijac front tie down and Hallmark camper.

Jumpering the legs of any fuse totally negates the role of the fuse. No idea why anyone would do something so dumb!
